Emmett Dwyer is the Litigation Director of Disability Rights New Jersey. He formerly worked for Prisoners Legal Services of New York, the Connecticut Legal Rights Project, and Legal Assistance to Prisoners. He has litigated human rights cases in state and federal courts on behalf of c/s/x ers who reside in the community, state hospitals, forensic hospitals and prisons. Prior to becoming an attorney he worked for the Division of Children and Youth Services, state of New Hampshire in family court and in the juvenile justice system. He has also worked for the state of Massachusetts, Dept. of Mental Health at the Walter E. Fernald state school.
