Trying to Reform A Massive Children's System

Ira Burnim, J.D., Bazelon Center for Mental Health Law

The presenter will share his experience with and reflections on litigation aimed at reforming services provided to children with emotional problems in foster care in Los Angeles and the rest of California. The Katie A. case was settled with the Los Angeles defendants, and implementation is proceeding. Claims against the state are being actively litigated. The session will explore strategic issues and challenges in system reform litigation involving the child welfare and children's mental health systems.
